In this connection I may mention that the use of the

Quarterly Returns of special expenditure which are

required by Colonial Regulation No: 396(viii) is still

under discussion, the question having been dealt with

in a despatch (No: 85, of the 26th of March, 1926) from

the Secretary of State to the Governor of Hong Kong.
